Born on July 8, 1970 in the village of Darakert in the Ararat province.

1995 - Graduated from the Faculty of International Law of the “Gladzor” University of Management. Lawyer.

1998 - Graduated from the Department of State and Legal Studies of the Institute of Philosophy and Law of the National Academy of Sciences (NAS) of the Republic of Armenia. Candidate of Legal Sciences, Doctoral Student.

1996 - 1998 - Leading specialist of the Legal Consulting Service of the Constitutional Court of the Republic of Armenia.

1998 - 1999 - Chief specialist of the Legal Consulting Service of the Constitutional Court of the Republic of Armenia.

1999 - 2001 - Deputy Head of the Legal Consulting Service of the Constitutional Court of the Republic of Armenia.

Since 1998 - State Russian-Armenian (Slavonic) University, Lecturer.

Author of more than a dozen scientific articles and manuals.

Married, with three children.
