According to Paragraph 8 of Article 33 of the RA Constitutional Law Rules of Procedure of the National Assembly and the RA NA Speaker Ara Babloyan's announcement on June 21, the regular sitting of the RA NA First Session was convened, and the item on approving the RA Government programme was on the agenda.
The RA Prime Minister Karen Karapetyan presented the RA Government programme
The RA Prime Minister Karen Karapetyan presented the programme consisted of 125 pages, noting that it reflects the vision of the RPA and ARF parties for the upcoming five years. “This is a programme changing the quality of life into more welfare, stronger, more secure atmosphere. The key of making our country prosperous and welfare is in our hand,” the RA Prime Minister noted. It is designed to invest business-ombudsman institute, develop and make competitive the environment and increase the attractiveness of the sphere, review the concept of the agricultre development, invest a new mechanism of the teachers’ encouragement in the sphere of education and revise the programmes of all levels of the educational system, upgrade the water management, implement ambitious programmes in the sphere of energy, etc.
Numerous questions were addressed to the Prime Minister, and he gave exhaustive answers to them.
The RA NA deputies Naira Zohrabyan, Tigran Urikhanyan, Gevorg Petrosyan, Margarit Yesayan, Artak Zeynalyan, Rustam Makhmudyan, Marina Margaryan, Lena Nazaryan, Samvel Nikoyan, Shirak Torosyan, Nikol Pashinyan, Edmon Marukyan, Aram Sargsyan, Ruzanna Muradyan, Ararat Mirzoyan, Jemma Baghdasaryan, Vahe Enfiajyan, Khosrov Harutyunyan, Luiza Sargsyan, Hakob Hakobyan, Gagik Minasyan expressed their viewpoints on the RA Government programme.
The RA NA Deputy Speakers took the advantage of their right to the extraordinary speech.
Talking about the issue of security of the Republic of Armenia and the Republic of Artsakh, Eduard Sharmazanov noted: “The most important issue for us is the security. Without security of the stable and competitive system we cannot solve economic, social and democratic problems.”
The RA NA Deputy Speaker noted that our country should continue the development of relations with Russia, the deepening of cooperation with the EU colleagues, as well as the neighbouring states, which is one of the key provisions of the government prgramme.
The RA NA Deputy Speaker Mikayel Melkumyan has made several interpellations and noted that evident changes of the government quality and activeness are visible, but its efficiency wil be low, as the mechanism of the political decisions is not regulated, and it results in slowing down the processes.
The RA NA Deputy Speaker Arpine Hovhannisyan touched upon some opposition colleagues’ speeches and presented her observations.
Mrs Hovhannisyan also talked about the implemented programmes in the sphere of health care, the steps to be taken in the tax, customs and corruption fight spheres.
The members of the Government Davit Harutyunyan (RA Minister of Justice), Davit Lokyan (Minister of the RA Territorial Administration and Development) and Ignati Araqelyan (RA Minister of Agriculture) presented the programmes and goals relating to the relevant spheres .
The RA National Assembly will continue the work of the sitting on June 22.
